David E. Bank, MD

Cosmetic Dermatologist

David E. Bank, MD, FAAD, is a skilled cosmetic dermatologist at The Center for Dermatology Cosmetic & Laser Surgery in Mount Kisco, New York.

A native of New York, Dr. Bank grew up in Manhattan and Scarsdale. Today, as a nationally recognized, board-certified dermatologist in Westchester County, Dr. Bank is both founder and director of The Center for Dermatology Cosmetic & Laser Surgery.

Throughout his career, he has remained a leader in the field of medical and cosmetic dermatology through a variety of roles, including principal investigator for numerous clinical trials, published researcher, and advisor for Allergan and several national magazines.

Dr. Bank began his education by earning a Bachelor of Arts in philosophy at Yale University, where he graduated cum laude. He went on to earn a medical degree at Columbia University’s College of Physicians and Surgeons.

Dr. Bank’s rigorous training included an internship in internal medicine at Montefiore Hospital and Medical Center and a 3-year residency in dermatology at Columbia-Presbyterian Hospital and Medical Center.

Through dedication to the field of dermatology, Dr. Bank has earned many distinctions, including being certified by the American Board of Dermatology, a fellow of the American Academy of Dermatology, and a founding member of the Amonette Circle of the Skin Cancer Foundation.

Early in his career, Dr. Bank became involved in FDA clinical trials testing medical and cosmetic treatments and products for the skin, hair, and nails. To this day, he considers it an honor to be the principal investigator for clinical trials. Dr. Bank has been involved in the testing of BOTOX® Cosmetic, JUVÉDERM®, Restylane®, treatments for precancerous lesions and psoriasis, and many other advances.

Stephanie S. Tseng, MD

Dermatologist

Stephanie A. Tseng, MD, is a highly trained board-certified dermatologist at The Center for Dermatology Cosmetic & Laser Surgery in Mount Kisco, New York. She boasts over two decades of experience working in a variety of settings and is board-certified by the National Board of Medical Examiners and the American Board of Dermatology.

Dr. Tseng earned her bachelor’s degree, magnum cume laude, from Brown University in Providence, Rhode Island. She completed her medical degree at New York University School of Medicine in New York City and an internship in internal medicine at Yale-New Haven Hospital in New Haven, Connecticut.

She finished her medical training with a residency in dermatology at Columbia-Presbyterian Medical Center in New York City. Dr. Tseng has published numerous research studies in prestigious medical journals. She’s a member of the American Academy of Dermatology, New York State Dermatology Society, Medical Society of the State of New York, and the American Medical Association.

Dr. Tseng specializes in cosmetic injectables, cosmetic laser treatments, photodynamic therapy, sclerotherapy, chemical peels, and much more. She’s affiliated with Columbia University/Presbyterian Hospital in New York City.

Martin Zisblatt, Ph.D., MD

Dr. Zisblatt is a well-known dermatologist practicing in Northern Westchester with a career spanning numerous years of research, teaching, and clinical practice. He is an independent academically oriented medical practitioner focused on resolving patients’ medical issues.

College was spent in the New York City University system after which he earned a Ph.D. in immunogenetics at the Albert Eistein College of Medicine. He subsequently completed postdoctoral fellowships in both biochemistry and pathology, then entered medical school at the Albert Einstein College of Medicine. He completed residencies in both Dermatology and Pediatrics becoming board certified in both. There after he started practicing medicine and teaching initially at the Albert Einstein College of Medicine and then at Columbia university. He has published numerous research articles and has presented before the FDA.

He is a member of the American Academy of Dermatology, the Westchester Medical Society, The New York State Medical Society, and the American Medical Association.

His focus as a medical dermatologist consists of evaluating symptoms on the skin to help diagnose and treat internal diseases. A significant part of his practice also includes diagnosing and treating primary skin diseases such as acne, psoriasis warts, and skin cancers as well as less common conditions.

Samantha Ciringione, PA-C

Physician Assistant

Samantha Ciringione, PA-C, is a skilled and compassionate board-certified Physician Assistant at The Center for Dermatology Cosmetic & Laser Surgery in Mount Kisco, New York.

She graduated from Touro University with a Master of Science in Physician Assistant Studies and is certified by the National Commission on Certification of Physician Assistants (NCCPA). Her passion for dermatology led her to complete elective rotations in medical dermatology prior to graduation. Throughout her career, she has developed expertise in performing thorough skin exams, diagnosing conditions such as acne, eczema, psoriasis, warts, and skin cancer, and providing both medical and cosmetic dermatologic treatments. She is also proficient in performing dermatologic procedures, including biopsies, excisions, and laser therapies.

Before pursuing her master’s degree in Physician Assistant Studies, Samantha gained invaluable experience as a medical assistant right here at The Center for Dermatology. She has since returned to the place where her passion for dermatology first began, now as a provider. Samantha also has experience researching and recruiting patients for clinical trials conducted at The Center for Dermatology.

With a strong passion for connecting with her patients, Samantha takes the time to educate them on the importance of skincare, sun protection, and preventative measures to promote long-term dermatologic health. She strives to create a comfortable environment where patients feel heard, understood, and confident in their treatment plans.

When she’s not treating patients, Samantha enjoys cooking new recipes, playing with her Labradoodle, Arlo, and spending time with her family and friends.

Thomas McCauley, N.P.

Nurse Practitioner

I’m a board-certified Family Nurse Practitioner with 4 years of clinical experience in aesthetic medicine. Prior to that I was an ER nurse for 6 years. My practice focuses heavily on neuromodulators, dermal fillers, biostimulatory treatments, and regenerative therapies, and I continue to pursue advanced trainings and continuing education to stay current with the latest techniques and safety standards.

My treatment philosophy is centered on achieving natural, balanced results through a conservative and individualized approach. I prioritize patient safety, facial harmony, and long-term outcomes. Every consultation begins with a thorough assessment of anatomy, goals, and lifestyle so I can create a tailored plan that enhances features while maintaining authenticity. I believe in educating patients, setting realistic expectations, and building long-term relationships so treatments evolve appropriately over time rather than chasing trends or overfilling.
